A New Railway Transportation System

Bimodal transportation

Now, more than ever we need to find some solutions in order to be able to provide our clients more efficient, safer transportation that meet with our clients’ demands.
Thus, in the near future it will begin a collaboration between CFR Freight and companies Wabash from USA and Road Railer from Germany, in order to introduce a bimodal transportation system that combines advantages of railway transportation and auto transportation through a simple system of transforming car into a railway vehicle. This system is called Road Railer.
Initially, this system was introduced in the USA where it developed continuously because of the long rail distances; then it was introduced in Europe where combined (mixed) transportation already has a history and a tradition as Italy, Germany and France. This system is composed of auto carriages that can be maneuvered very easily on rails without special arrangements in the terminal stations.
Implementing such system on Romanian railways is benefic because of the advantages it brings:

Lower costs;
High speed in comparison to the traditional railway transportation
Safety of merchandises;
Flexibility in maneuvering of carriages both for rail or auto transportation;
Tax exemption for overweight;
Direct services from deliverer to destination;
Minimum investments (.no longer need for installations, but for leveling the platform;
Ecological transport, protecting the road infrastructure as well;
Increase to 46% of the transported freight volume and an economy of 25% of energy.

More, using this type of transport will ameliorate problem of the insufficient number of the permits necessary for road transportation in certain states from Europe, declared Mr. Adrian Marinescu, State Secretary with the Ministry of Transport while the project Road Railer was presented. He also underlined that: “Our Ministry preoccupations are interdependent to the technical progress and the modernization of the infrastructure and of the rolling stock material so that they meet the exigency and demands imposed by EU. Transportation, due to their advantageous position regarding the reforming system, are the main topics during the negotiations with EU, but this depends strictly on a higher technical level for all the components of transport field. Within the context of integration, this institutions preoccupied with the development of mixed transportation, that has many advantages in comparison with the ordinary transportation, either by train, by car, or with a ship.
About Road Railer I may say that it fits very well the long distances transportation where the relation deliverer-destination is insured by the road transportation. A big advantage for us would be that this system substitutes the limited number of permits within international transportation and it is suitable for a big and continuous affluence of freight.
To encourage the development of the Road Railer, both EU and our State grants incentives just because it is a transportation type very friendly to the environment. When I say incentives I mean tax exemption for overweight, for investments in special equipment as special carriages, wagons type RO-LA, etc.
I also would like to state that, because of the legislation applied according to the EU ordinance, stipulating that infrastructure is totally separated by transport operators, there is the possibility that any operator or transporter may have access on railway if undertaking licenses and technical terms imposed by the current laws.
In conclusion, I have to say that advertising such mixed transportation begins to be of a more importance for the Romanian Railways, because of its advantages and protection to the environment.”
The Road Railer mixed transportation led to the mobilization of all representatives of railway companies in order to find out more valid promoting solutions , on a larger scale. All necessary protocols will be done in order to obtain external finances in advantageous conditions that will have as effect successful results both for the investors and for our clients, considering though a 30% support from the EU for the investments we have to do.
Within this context, I could remind also of the sustained efforts and contribution of the Road Railer and Wabash companies in order to obtain finances from the BERD, BIRD or other financing institutions, based on technical and commercial specifications.
Considering that the technical possibilities are real for creating such assemblies on the Romanian railways , and that there already are firms interested in such transport that is something new for the East Europe, we believe it benefic and opportune to develop mixed transportation, leading thus to a unitary transportation system in the entire Europe.
